FY2025 CoCBuilds NOFO Released
The Wyoming Continuum of Care (WYCoC) is providing notice that HUD has released the FY2025 CoCBuilds NOFO, which replaces the previously submitted FY2024 application. Despite the significant effort invested in the FY2024 submission, that funding opportunity was not awarded due to changes at the federal level.
Organizations interested in applying under the new FY2025 NOFO should review the updated materials carefully. Please follow the links below for the official NOFO notice and the WYCoC Letter of Intent with instructions.
The application window for this grant is short. Wyoming CoC is working with HUD to get more information about the e-snaps process. We will share guidance and tutorials as soon as they are available.
Open office hours will be held to help with e-snaps. Dates will be posted on May 27, 2024.

HUD Notice of Funding Opportunity
Applications Due June 26, 2025, by 8:00 PM ET
The U.S. Department of Housing and Development and the Office of Special Needs Assistance (SNAPS) are excited to announce the publication of the CoCBuilds NOFO, FR-6901-N-25A, published last Friday, May 16, 2025, to compete $75,000,000 in available funds. Resources are available on the CoCBuilds NOFO page of HUD’s website.
Purpose
The Continuum of Care Builds (CoCBuilds) NOFO will add new units permanent supportive housing (PSH) for individuals and families experiencing homelessness through new construction, acquisition, or rehabilitation. The CoCBuilds NOFO outlines additional CoC Program eligible activities and costs that may be included in your application. Additionally, project applicants are encouraged to leverage funds provided for construction, acquisition, or rehabilitation of new PSH units with other funding sources to maximize the amount of housing that can be directed to meeting the needs of individuals and families experiencing homelessness.
Available Amounts:
A total of $75,000,000 is available under this NOFO. Of this amount, $30,000,000 is available only for CoCs that are in states with populations of fewer than 2.5 million people.
Applications
CoCBuilds applications will be submitted via e-snaps, which is now open.
- Applications will be completed by the organization that will administer the funds and once submitted in e-snaps the application will be directed to the selected CoC for review.
- The application may include one or more subrecipients and we encourage collaboration within the CoC to maximum available funding.
- CoC Collaborative Applicant will select and submit the project application via the CoC Priority Listing in e-snaps.
- Number of applications permitted by CoC:
- 1 application if there are no Tribes or Tribally Designated Housing Entities (TDHE).
- 2 applications if the CoC includes Tribes or TDHEs where one application must be specifically for new PSH units located on Tribal reservation or trust land and one application from a non-Tribe or TDHE.
