2026 CoC Builds

UPDATE - August 7, 2026

The FY2026 CoC Notice of Funding Opportunity (NOFO) has been set aside in its entirety by a federal court. As a result, it is no longer an active funding opportunity, and local competition activities are effectively paused pending further direction from HUD. The court's ruling addressed the process used to issue the NOFO and did not rule on the substance of the funding priorities contained within it. HUD may elect to issue a revised NOFO in the future. We anticipate additional guidance from HUD and will share updates as they become available. Applicants may pause work related to the FY2026 CoC competition unless and until further guidance is received. 

The U.S. Department of Housing and Urban Development (HUD) released the 2026 CoC Builds Notice of Funding Opportunity (NOFO) on June 23, 2026. 

In preparation for the Local Competition agencies are encouraged to:

  • Check access to e-snaps - esnaps.hud.gov
  • Ensure your UEI number is active - SAM.gov
  • Review internal project readiness, including cite control and financing

July 2026

July 1 – Letter of Intent Due

July 3 – Invitation to Apply Released

UPDATE (July 20, 2026 @ 4:00 PM MST): Project Application Deadline Extended

July 20 – Project Applications Due

Due by 4 PM MST to anna.edwards@wycoc.org

Applicants will complete program application in e-snaps, then submit PDF copy of completed application to WY CoC.

July 16-18 – Application Review & Ranking

July 19 – Ranking Notification Released

All application sent project status by email by 11 AM MST

July 19 -20 – Appeals window

            Window opens at Noon on July 19th.

            Appeals du by July 20 at 4 PM MST to anna.edwards@wycoc.org

July 21 – Final Priority Listing Approved & Posted

July 15-22 – e-snaps Application Entry Due (Selected project only)

            Applicants complete project application in e-snap by July 22 at

NOON MST

July 23 – Final e-snaps application submitted to HUD

Important Notes

  • Submission of an LOI is required to participate in the competition
  • Only selected applicants will be invited to submit a full application
  • Applications must align with CoC Builds eligibility and requirements
  • Projects must be prepared to proceed immediately upon award
  • Awarded funds must be obligated within 21 days
  • Projects must meet the 25% match requirement (unless exempt)
