1/16/2026 UPDATE: Reopening of FY2024–2025 NOFO
On January 8–9, HUD republished the FY24–25 CoC Program NOFO with updated dates, following a court order directing HUD to proceed under the original structure and priorities. This update applies to renewal projects only.
This action followed a December 23, 2025, federal court injunction that paused several recent HUD actions related to Continuum of Care (CoC) funding. Specifically, the court halted HUD’s cancellation of the FY24–25 CoC and Youth Homelessness Demonstration Program NOFOs, blocked advancement of the new FY2025 CoC NOFO, and required HUD to revert to the conditions outlined in the original FY24–25 NOFO.
While the court order does not require HUD to obligate funds at this time, it does direct HUD to process eligible renewal projects under the prior framework.
Current Status for WY CoC
Wyoming will submit a renewal-only application for this cycle.

Looking Ahead
The FY2026 NOFO is expected in Summer 2026 and may reflect similar priorities to the versions released in late 2025. Any project planning or design work completed for the rescinded 2025 NOFO may still be relevant. Under the current structure, no new Transitional Housing or general Supportive Services Only projects will be awarded.
Note on Legal Proceedings
While ongoing court cases may affect the broader CoC NOFO process, the WY CoC must move forward with its application under the current guidance.
12/12/2025 UPDATE: FY2025 CoC NOFO Paused
HUD has withdrawn the FY2025 Continuum of Care (CoC) NOFO to make revisions. This action occurred on December 8, shortly before a scheduled hearing regarding lawsuits challenging the NOFO. A new hearing is set for December 19, and HUD has not yet provided a timeline for releasing an updated NOFO.
Current Status for Wyoming CoC:
- All local CoC Program grant work is paused until further notice.
- No scoring or application review will occur at this time.
- Once HUD issues the revised NOFO, the regular application process will restart.

HUD released the FY2025 CoC Program Notice of Funding Opportunity (NOFO) on November 13, 2025.
The Wyoming CoC is accepting applications for local review for this competition. The timeline below will outline key dates. CoC staff will host several Open Office sessions throughout the process to help agencies interested in applying complete their applications and have the information they need to be successful.
The FY2025 CoC NOFO is significantly different from last year, so it is critical to read and understand the changes and requirements for projects.
Organizations interested in applying should review the updated materials carefully. Please use the links below to access the official NOFO notice and the WYCoC Letter of Intent (LOI) template with instructions.
The application window for this grant is short. WYCoC is working with HUD to provide additional guidance on the e-snaps process, and tutorials will be shared as soon as they are available.
